A 34-storey, mixed-use tower is proposed on Elliot Street in New Westminster, near the Pattullo Bridge.
Regal Century Management Inc.’s development will include approximately 281 units, including 243 strata condominiums, 10 strata townhomes, and 28 below-market rental units. This is the Burnaby-based company’s first project in Lower Mainland.

The below-market rentals are targeted at low and medium-income households earning between $30,000 to $75,000 per year.
Approximately 42 per cent of the strata homes will be family-oriented with two or more bedrooms. This includes 10 townhomes with three bedrooms and den.
A city-owned, not-for-profit childcare is proposed in a stand-alone building facing Albert Crescent Park, with an outdoor children’s play area.

Amenity spaces include lounge, meeting room and co-working space, pet area, central courtyard and a children’s play area. The amenity areas will be shared by both tenants and strata owners.
The architectural theme is centred around water and site’s location overlooking the Fraser River.
The design rationale states: “The flow of water over the rocks is captured by angular patterns on the building’s exterior. The primary materials of the building include glass, metal panel, and basalt stone, which adds texture and interest. Vertical glass fins on the east and west facades represent the flow of water, while also acting as sun shading to help reduce solar heat gain.”
Additionally, a water feature is proposed at the building’s entrance, “which enhances connectivity and further strengthens the nature and water theme of the project.”
The tower is adjacent to two existing residential towers, and the architects say the building has been designed to minimize view and shadow impacts. Chris Dikeakos Architects are on the project.
Construction is expected to start in Q2 2021 pending city approval, with completion projected in 2023-2024.
